For several months now, major business newspapers, from Il Sole 24 Ore to Italia Oggi, have been talking about an imminent Voluntary Disclosure Bis.

The economic newspapers' forecasts have been confirmed by recent statements by Prime Minister Matteo Renzi and Minister Padoan.

In the first capital regularization operation abroad, the treasury benefited from a voluntary tax of over 4 billion euros, while simultaneously releasing more than 60 billion euros into circulation, destined for investment or consumption.

From what we understand, the Voluntary 2 measure will be slightly more expensive and longer-lasting (perhaps two years). The mechanism should mirror the one already used in the first phase and will also cover 2015-2016. The estimated potential revenue is around 1-2 billion euros.

Furthermore, the new voluntary disclosure should include specific provisions for High Net Worth Individuals (HNWIs), i.e. individuals with “high net worth”.
