Summary of the UIF Notebook for the first half of 2024

Introduction

The UIF Report for the first half of 2024 presents a detailed analysis of suspicious transaction reports (SOS) received and analyzed by the Italian Financial Intelligence Unit (UIF). This data provides a clear picture of the progress of anti-money laundering and terrorist financing prevention activities in Italy, reflecting key trends and sectoral and regional dynamics.

General Overview

In the first half of 2024, the UIF received 70.085 suspicious transaction reports, a 9,7% decrease compared to the same period in 2023. This decrease was mainly concentrated in low-risk reports, which saw a decline of over 29%.

Main data:

  • Total Reports Received: 70.085
  • Change compared to the first half of 2023:-9,7%
  • Reports Analyzed: 69.833

Details by Category of Reporters

The main reporting categories showed different trends:

  • Financial Intermediaries and Operators: Decrease of 4.692 SOS compared to the first half of 2023.
  • Banks and Post Offices: Reduction of 4.364 SOS.
  • Non-Financial Entities: Increase of 1.534 SOS, with a significant 45,9% increase in reports from professionals, mainly notaries and CNNs, and a doubling of reports from virtual currency operators.

These data highlight how risk awareness and the ability to identify suspicious transactions have significantly improved in some sectors not traditionally involved, while the banking and financial sectors have seen a decline in reports.

Analysis for Specific Sectors

  • money transferReports decreased from over 7.000 in the first half of 2023 to 5.000 in 2024, with over a third of the counterparties located in Morocco, Romania, Pakistan, and Albania. This data highlights a reduction in money transfer activity, but also a focus on certain geographic areas.
  • Gaming Service ProvidersReports dropped by 25%. This reduction may be the result of increased internal controls and increased compliance with anti-money laundering regulations.
  • Public Administration: Significant increase from 154 to 756 reports, mainly due to a limited number of offices with specific expertise that have improved their controls.

Geographic Distribution

Regions with the largest decrease in the number of reports include:

  • Lombardia:-9,4%
  • Lazio:-13,3%
  • Piedmont:-19,1%

At the provincial level, the cities with the highest number of reports per inhabitant are:

  • Milan
  • Prato
  • Siena
  • Naples

This distribution highlights how large cities and metropolitan areas continue to be the main centers of attention for suspicious transactions, while some regions show a more marked decrease.

Reported Transaction Amounts

The total amounts of reported transactions reached approximately €49,5 billion, with €45,6 billion relating to transactions actually executed, down from €52 billion in the first half of 2023.

These data reflect a decrease in the amount of suspicious transactions, suggesting a possible reduction in illicit activity or an improvement in preventive controls by whistleblowers.

Quality and Collaboration

The UIF continued to improve the quality of its reporting flow through meetings and collaborations with key whistleblowers. Two significant meetings were held with the whistleblowers who submit the highest number of reports, in January and June, with the aim of raising awareness and improving the accuracy of reports.

The UIF also sent 3.275 requests to reporting entities for additional information, 77,7% of which were addressed to banks and post offices. Eighty percent of reporting entities' responses were sent within a week of receiving the request, demonstrating effective collaboration.

Conclusions

The first half of 2024 saw a significant decline in suspicious transaction reports, but their quality increased, with increased collaboration between the FIU and reporting entities. This trend suggests an improvement in the accuracy and effectiveness of anti-money laundering and terrorist financing prevention efforts.

The ongoing evolution and adaptation of strategies to combat illicit financial activities demonstrate the commitment of the UIF and the various sectors involved in ensuring a safer and more transparent financial system.
