Seminar "New Scenarios for Gaming and Betting Companies"

According to the report of theFinancial Information Unit (UIF) of Bankitalia, 1.466 reports were sent by gaming and betting operators, an increase of 39,2% compared to 1.053 in 2014. This is what emerged during the workshop “New scenarios for gaming and betting companies”, organized in Bari by European School of Banking Management e Betpoints.

Reports from gaming operators account for around 80% of all reports submitted by non-financial operators, but anomalies persist.

Regarding gaming, the Bank of Italy's review primarily focuses on vulnerabilities in the retail network used by concessionaires, particularly shortcomings in customer verification by points of sale, which are reluctant to provide gaming concessionaires with identification documentation. There are also cases of misuse of tickets issued by VLTs: in this case, the focus is on the issuing of winning tickets by inserting a "fictitious" banknote without an actual bet (a gritty market for winning tickets is possible here) and tickets that are not redeemed after issuance and remain unused until their expiration date, only to be renewed by inserting a new one into a machine (a method suitable for cash transfers between private individuals).

For online gambling, critical issues concern the vulnerability of platforms in other EU countries operating under the freedom to provide services. In this case, the related financial flows are not monitored by Italian authorities. Cases have also been identified where domestic customers engage in evasive behavior through betting sites operated by foreign companies operating in Italy. A typical case is the request for the return of sums, even large ones, loaded onto gaming accounts via online prepaid devices, e-vouchers, and similar, after using them for low-risk bets, thus legitimizing the source of the funds.

To identify anomalies, the Minister of the Interior's Decree of February 17, 2011, provides guidelines introducing two categories of indicators: general anomaly indicators (related to the customer's identity or behavior, transaction execution methods, and payment methods used) and sector-specific indicators. In this case, the alert is triggered by gaming methods that suggest the customer may be operating on behalf of third parties and in the event of "repeated purchases of tokens for cash without participating in the game and subsequent requests to convert the tokens into a check."

For managers and operators, reporting is mandatory if "members are subject to criminal proceedings or preventative measures," if false documentation is provided, or if authorization is lacking.

From an objective perspective, sudden increases in gaming activity, excessive activity compared to the economic profile of the operator or business, and an excessive number of winning bets by a single player come under observation.
